Save the Children invites application for the above mentioned position for an anticipated project named MPDS (Multipurpose Disaster Shelter). This is expected to be a four-year project starting from September 2020 that aims to mitigate the impacts of natural disaster through construction of shelters and resilient community infrastructures, increase access to spaces conducive learning and cohesive communities, and strengthen disaster preparedness. The project will be implemented in Cox’s Bazar and Bandarban districts and this position will be based in Cox’s Bazar.

The role
The Deputy Chief of Party (DCOP) will work closely with the Chief of Party and relevant thematic senior managers of the MPDS (Multipurpose Disaster Shelter) Project by providing leadership in conducive learning, social cohesion, DRR and activities across the consortium. This is one of the key positions, hence the incumbent will ensure balanced leadership both in technical, administrative and thematic areas, to achieve result across the project areas. S/he will also maintain a good relationship with appropriate stakeholders in government, NGOs and communities. Particular emphasis will have to be placed on systematically enhancing the capacity of senior field based staff, through a coaching and mentoring approach, with the aim of an enhanced decision making, qualitative implementation and cost effective operations.
The Deputy Chief of Party will provide leadership and oversee the program operational issues in Bandarban and provide necessary support and guide to SC Senior Manager for Bandarban operation and action for field programming in light of MPDS activity principles and issues. The incumbent will also support, guide and build capacity of the consortium staff under the relevant thematic areas, as well as provide strategic decision on developing and strengthening partnership with implementing local partners. S/he will contribute in budget preparation guidelines for SC budgeting and oversee budget expenditures and provide guidance on partner’s plan and budget development and necessary revision.

Qualifications and experience
- At least 8 years progressively advanced management experience in field-based DRR, Education in Emergency, Social cohesion, conducive learning and emergency programming, including 5 years in management position
- Demonstrated experience in managing large multi-year grants, preferably in disaster management. Experience in managing construction development projects will be an added advantage.
- Proven managerial background and solid experience in the field of large development programs, women empowerment, disaster preparedness and infrastructure.
- Demonstrated experience in partnership with Bangladeshi NGOs and agencies. Experience in managing civil repairing/refurbishing or construction activity will be added advantage.
- Sound knowledge on Bangladesh political, environmental and social context, livelihood situation and challenges especially for hill districts like Bandarban.
- Technical knowledge on food security, agriculture and other livelihood components, shelter and DRR.
- Advanced skill in program planning, partnership and large team management
- Excellent skills in report writing, appropriate computer proficiency in MS Office,
- Good analytical skill, strategic and innovative approach, highly versatile, ability to work well under pressure and to deal with a variety of issues at the same time.
- Excellent interpersonal and cross-cultural skill.
- Master degree, preferably in Social Science/Development Studies/Disaster Management or relevant subject.
